House Passage: 11/12/25: House passed 222-209 the Continuing Appropriations, Agriculture, Legislative Branch, Military Construction and Veterans Affairs, and Extensions Act, 2026 (HR 5371) clearing the measure for the President.
Senate Passage:
11/10/25: Senate passed 60-40 the Continuing Appropriations, Agriculture, Legislative Branch, Military Construction and Veterans Affairs, and Extensions Act, 2026 as an amendment to HR 5371, clearing the bill for House action later this week.
President: 11/12/25: President Trump signed the bill into law (P.L. 119-37).


Background:

The Farm Bill: The programs funded by annual discretionary appropriations bills are initially established and governed by “authorizing” legislation developed by Congress’ authorizing committees. In the case of agriculture programs, the authorizing legislation is compiled by the House and Senate Agriculture Committees in a multiyear “farm bill.” Congress typically passes a new farm bill about every 5 years.
