Update: Senate Passes Amended Bill
Partial government shutdown goes into effect Friday midnight
The Senate early Friday evening passed (71-29) HR 7148, the Consolidated Appropriations Act, 2026, (which includes Defense, Financial Services-General Govt, Labor-HHS-Education, NatSec-State, and Transportation-HUD) amended by a Collins Amendment that removes the DHS funding title and substitutes a 2-week continuing resolution for DHS through February 13, 2026.
However, since HR 7148 has been altered by the Collins amendment, it needs to be re-passed by the House of Representatives. In preparation for a possible Monday vote by the House, the House Rules Committee plans to meet Sunday at 4pm.
PARTIAL SHUTDOWN: In the meantime, and until House passage and presidential approval of HR 7148 as amended, a partial government shutdown goes into effect tonight (Friday) at midnight for agencies funded by the six unfinished bills (Def, FSGG, L-HHS-Ed, NatSec-State, T-HUD, H-Sec).
