Federal Child Care Support Programs

Most federal child care programs are discretionary spending, but the main subsidy stream (CCDF) is a mix of discretionary and mandatory spending, and TANF child care dollars are mandatory.

  • The Child Care and Development Fund (CCDF) is the main federal child care subsidy system, created around the Child Care and Development Block Grant and additional mandatory and matching funds. It helps low‑income working families pay for child care for children up to age 13 (or older youth with special circumstances) so parents can work or attend education and training.

  • Head Start serves preschool‑age children in low‑income families with early learning, health, nutrition, and family support services. Early Head Start extends similar services to infants, toddlers, and pregnant women. These programs operate through local grantees (often schools and nonprofits) and are funded via federal grants rather than vouchers to families, with funding levels set annually in appropriations.

  • The Preschool Development Grant Birth through Five program is a competitive grant initiative that helps states improve coordination, quality, and access in their early‑childhood systems.

  • The Child and Adult Care Food Program, administered by USDA, reimburses child care centers, family child care homes, afterschool programs, and some adult care facilities for providing nutritious meals and snacks.

  • Temporary Assistance for Needy Families (TANF) allows states to spend funds directly on child care or to transfer up to 30 percent of TANF funds into CCDF, making TANF an important secondary federal funding stream for child care subsidies.

  • Tax provisions including the Child and Dependent Care Tax Credit also help families with child care,
